Who we are
Phillip established PSA Communications in 2006 after a career in party politics, political campaigning and commercial lobbying.
He worked in William Hague's Business Liaison Unit in the late 1990s before becoming political and policy adviser to the Chairman of Dixons Group PLC, Lord Kalms. He helped run the successful campaign against UK entry into the Euro and also worked as an in-house political lobbyist for the Dixons Group both in the UK and EU. He returned to the centre of the Conservative Party in 2004 as adviser to the Party Treasurer under Iain Duncan Smith.
Initially founded as a pure public affairs agency, PSA now provides advice and support across a wide range of corporate communications disciplines. Phillip is a voting member of the British Academy of Film & Television Arts and sits on the Committee of the British Inspiration Awards which recognises success and entrepreneurship in the creative sector.
He is also a Director of the Enterprise Forum, a non for profit organisation which looks to help communicate the needs of business to the UK's coalition government.
Rory has over 15 years’ communications experience principally in policy, public affairs and corporate communications. Working for the UK Government, in-house and as a consultant he has successfully advised on a diverse range of complex and sensitive issues and sectors. His focus has been primarily in the civil nuclear, energy and engineering sectors. He has also devised and delivered communication solutions and campaign strategies to corporate challenges on issues and crises management, and market entry and growth.
Rory is one of the foremost public affairs and corporate communications practioners in the UK, with a wide range of contacts, networks and expertise. He has an unparalleled experience of successful communications-driven support within the complex energy sector, working closely and successfully with manufacturers, technology companies, regulators, officials, parliamentarians, unions, the media and governments.
Mario Dunn has over 25 years’ experience working in high profile and demanding corporate communications and public affairs roles; at UK, EU and global level and in the public and private sectors. During this time he led large multidisciplinary communications teams and advised senior business leaders on communications strategy.
For five years until 2010 he was Special Adviser to the Rt Hon Alan Johnson MP, a role which works at the highest levels of government with significant influence over and input into departmental and government-wide policy and communications strategy. Mario worked with Mr Johnson at four UK government departments – Business, Innovation and Skills (BIS), Education, Health and the Home Office.
Mike’s experience ranges across internal and employee engagement, corporate responsibility, public affairs, regulatory and crisis control communications.
Mike has occupied communications consultancy roles at senior and Board Director level. He has advised clients in the high technology, chemicals, oil and gas, pharmaceutical, financial services, management consultancy, leisure and retail sectors.
As an in-house corporate communications practitioner, Mike was appointed to the UK Government’s Retail Strategy Group and held seats on the Boards of retail industry trade bodies in London, Edinburgh and Brussels.
Mike has a wide-ranging communications background. He has worked on strategy development, communications planning, measurement and reporting systems for corporate responsibility, environmental regulation, merger and acquisition support, public policy messaging; consultation programmes, regulatory communications, planning and development control campaigns, legislative issues, public affairs and government relations.
Earlier in his career, Mike spent five years working in the UK Parliament and has also worked for a political party and in the third sector.
Simon founded Europe's first interactive and entertainment specialist PR and media consultancy Barrington Harvey Media in 1988.
His award-winning consultancy's client roster included Activision, Sony, Nintendo, Eidos, Codemasters, Take 2, Hewlett Packard, Sigma Designs, BAFTA and NCSoft.
Simon has worked with leading British, European and Global brands, spearheading launch strategy, creative campaign planning and implementation. He has acted as a key adviser to many companies, Associations and NGOs, including the video games industry's trade body, ELSPA, the Dept of Education on the British Government's use of games and technology as part of the National Curriculum and sat on the DTI's Advisory Board on interactive entertainment.
He developed the Game Stars television franchise as part of a joint venture with ITV, before forming a new events division at BH, creating and launching multiple industry and consumer events and festivals.
In 2007 he launched Rockstar Bands, which gave unsigned bands the chance to play the Glastonbury Festival and record at Realworld Studios.
Simon was a Director of the Edinburgh Interactive Festival and jointly founded the British Inspiration Awards, which recognises British creative industries.
As a partner in the Indin charity initiative, Harvey contributed to the games industry's charity work, raising in excess of £11 million over a 15 year period before it adopted charitable status
He is a full voting member of the British Academy of Film & Television Arts and is a founding Director of Bosh Entertainment, the Los Angeles based entertainment consultancy.
David Sweeney is an Irish lawyer and lobbyist specialising in international media, government relations and EU law. He has led in-house public policy, rights management and regulatory teams at national and international level and is the only lawyer to have served as senior counsel to the European music, film and videogame industries.
Currently senior counsel to the international videogame industry group ISFE and legal advisor to ratings organisation PEGI. He was the Brussels-based European Public Policy Director of Vivendi Universal from 1999 to 2002, VP/General Counsel EMEA Brussels for the Motion Picture Association of America from 1997 to 1999 and the London-based Senior Legal Advisor to the International Record Industry Federation, IFPI from 1993 to 1997.
Clients have included Bertelsmann AG, Electronic Arts Inc., Vivendi Games/Blizzard Inc., Warner Music Group, the Screen Directors Guild of Ireland and the South African and US governments. After a number of years as a professional musician, David qualified as a barrister in 1985 and worked in private practice in Dublin and London. David lives in Brussels and Dublin.
Steve spent two and a half years as Chief Executive of the NHS Confederation, representing the interests of the vast majority of organisations involved in the commissioning and provision of services in the health and social services sector in England, Wales and N Ireland.
Steve has spoken internationally to various conferences including venues in Brazil, Australia, New Zealand, Hong Kong, South Korea, Canada, North America, South Africa and Western Europe.

He holds a number of non-executive board positions with national organisations and was the Vice Chair of the Council of the Open University. Steve is also a visiting Professor at three UK universities.
Martin is a graduate of the University of London, where he completed an MA in Global and Comparative Politics before moving straight into political consultancy. He began his career at Lansons Public Affairs, where he concentrated on issues affecting clients in the financial services industry.
Joining PSA Communications in early 2009 broadened the scope of his consultancy work, working with clients in retail, industry trade associations and the third sector. Martin has also worked on a number of campaigns for trade unions, most recently coordinating parliamentary engagement for the Communication Workers Union and the Royal College of Midwives.
